The banner reads, "For those litter here would have bad luck forever" ("在此乱丢垃圾者，生生世世遭受天遣，永远走霉运")
See, even casting a voodoo spell on those irresponsible people couldn't deter them; so instead of wasting money on making a banner to stop those selfish bastards from littering, let's just change the name of the place once and for all. Then everyone can just forget about what civil-minded-ness lah, environmental hygiene lah, and whatnot... just throw the garbage anywhere matter-of-factly since the name already predicates so.
